Lower Susquehanna Synod The Lower Susquehanna Synod is one of 65 synods in the ELCA, and one of seven synods in Pennsylvania. We are located in central Pennsylvania and cover nine county area that runs from Fulton County to the urban cities of York, Harrisburg, and Lancaster. Our 260 congregations have a membership of 119,000 baptized Christians.
